You have to verify that the auto hide feature of the Taskbar is not being enabled. In order to check that, first you have to right click on the task bar, or you could right click the 'Start' icon and then go to 'Properties'. There you would choose 'Properties'. Then in the next window, you have to make sure that the check box for Auto-hide the taskbar is not being checked. If the Auto-hide the taskbar is being enabled, the taskbar in the Windows Vista system would not be shown.
Since these issues are sometimes caused by the malware, you have to run the antivirus. It would be better to launch this application from the Safe Mode. In order to get to safe mode, you have to press 'F8' during the bootup process. Some of the types of malware and viruses would cause the altering of system settings and properties.
