What are Windows Vista permissions?
The rules associated with the objects in the system are known as permissions. You could set rules for the files and folders in the system. Permissions decide if you could access an object and what all things you can do with it. For example, you could see some documents in the network but you could not access them or you would not be permitted to make any modifications in them. The administrator of the system and the user with administrator account on computers could assign permissions to individual users or groups. You could assign various permission levels in vista. If the permission level is full control, users could see the contents of a file or folder, change existing files and folders, create new files and folders, and run programs in a folder. If the permission level is Modify, users can change the existing files and folders but cannot create a new one.

You could do any some important things to resolve this issue - Run the editor program as administrator, and then you could enable and log on as Local Administrator.
If you enable sharing in the root drive, all the data would be in the read only format. So you could only see the data and not access it. You may be able to open the data but could never modify it. You could enable the guest account if that is not enabled in the system due to security reason. Even while assigning full permission to all the users, you need to assign that to resolve this issue. You need to create an identical username in all the systems in the same network.
If the security software in the system does not allow any of the unauthorized users to access the data, this permission issue might occur. If any such unauthorized access occurs, that software would definitely prevent them and thus permission would be denied to them. You could either adjust the security settings in that software or disable them from the system. This would help you resolve the permission issue in the system.
